Abstract

The Human Capital lndex (HCl) captures children's trajectory from birth to adulthood measuring the contribution to productivity of a child born today as a future worker, relative to a benchmark of full health and a comprehensive education. Schooling is part ofthe Human Capital Index since knowledge and skills that an individual acquires increases workers productivity, and it is an initiative to improve the investment in people. This paper shading lights about the gaps in the human capital outcomes of schooling and health in Spain across the Ievel of income groups ofcountries and across gender using benchmarking analysis. Human Capital Index is the result olmultiplying human capital outcomes grouped in three components (survival, school and health) with a value between 0 and l. Fraction of Children Under 5 Not Stunted is calculated by subtracting stunting rates fiom I. Adult Survival Rate is calculated by subtracting the mortality rate for l5-60 years old fiom l. Quality of Education is measured by the Harmonized Test Scores, which is the ratio ofmost recent harmonized test scores to 625, where 625 is the most advanced attainment on the Trends in International Mathematics and Science Study. Expected Years ofSchool is the sum of age-specific enrollment rates between ages 4 and 17, given the prevailing pattern of enrollment rates across grades.
