Ítem A Methodology to Detect the Deviations of the Project’s Budget Compared to Market Prices.(Horizon Research Publishing, 2015) Fuentes-Bargues, José Luis; González Cruz, Mª Carmen; Gonzalez Gaya, Cristina; Díaz de Mera Sánchez, Mª del PradoThe budget of a project reflects the cost of the investment needed to build an infrastructure, install a system or acquire new materials or supplies. A well-formulated budget in accordance with market prices, allows contractors to prepare offers according to their technical, economic and financial characteristics. On the other hand, it avoids current philosophies that aim to get the contract at any price. Philosophies subsequently used to point out problems and claims during the execution of the project (contradictory prices, delays, etc.) in order to recover some or the entire economic bid carried out during the tendering. In this paper a simple and fast methodology is developed to check if the tendering price is in accordance with market prices, so that the economic viability of the project is not at risk. The application of the methodology on a sample of projects allows us to check the influence of the type of project (civil or building) on the characteristics of the budget. Price is the main deciding factor for most tenders and projects must have an appropriate base price relative to market price to avoid problems during the execution of the project. Most research on price criteria has been developed from the point of view of bidders and has discussed the development of tools and methodologies for determining the optimal bid price. In this paper we propose a methodology for public procurement procedures from the point of view of the administration. In the current changing economic scenario, we considered very interesting to study the similarities of these Agile Methodologies with other practices whose effectiveness has been amply demonstrated in both the West and Japan. Strategies such as Kaizen, Lean, World Class Manufacturing, Concurrent Engineering, etc, would be analyzed to check the values they have in common with the Agile Approach.Ítem Estudio de la Gestión de la Seguridad y Salud en el Sector de la Construcción Valenciano(Departamento de Tecnología de la Edificación, Universidad Politécnica de Madrid, 2015) Fuentes-Bargues, José Luis; González Cruz, Mª Carmen; Gonzalez Gaya, Cristina; Garcia-Arambarri, Naiara; Díaz de Mera Sánchez, Mª del PradoLa construcción es un sector que presenta un alto nivel de siniestrabilidad debido a sus características propias (alto componente de mano de obra y que se desarrolla al aire libre) y por sus características organizativas, como los ritmos de trabajo, las metodologías de ejecución y la elevada subcontratación. La gestión de la Seguridad y Salud es un factor determinante a la hora de obtener mejoras en la ejecución de los trabajos y menores tasas de accidentes. En este trabajo se realiza un estudio del nivel actual de gestión de la seguridad y salud en el sector construcción en Valencia (España) a partir de una encuesta realizada a técnicos con experiencia en el sector. Los principales resultados obtenidos son que el tamaño de la empresa es un factor clave para la seguridad y salud, tanto en los aspectos de formación como en la gestión de la documentación de Seguridad y Salud. Los resultados muestran también cómo a pesar del tiempo transcurrido desde las últimas aportaciones normativas, tales como el Libro de Subcontratación o el Registro de Empresas Acreditadas, las empresas tienen un alto desconocimiento de la misma.Ítem Influence on Manufactured Products Design of the Processes of Project(Materials Science Forum. The process of product design as an important element in the differentiation between competing products needs to lean on effective tools that help to meet the demands of customers in the global competitive markets. In response to this need it arises, the European regulatory paradigm on the design of products, standard BS 7000-2: 2008 [1]. It is worth analyzing the influence on the design of manufactured products of the processes of project management of predictive models used mainly. A project level, the management model of the design process for products manufactured according to BS 7000-2: 2008 can be compared with the models predictive of project management, mainly international PMBOK ® guide and the model developed in Europe, PRINCE2. Evaluation techniques and risk prevention, the necessary protective measures, health and safety applicable to the industry and issues concerning the development of a Safety and Hygiene plan are aspects that must be integrated into the competencies of university technical degree. In a previous step, it will be obtained a panoramic of the degree of implementation of matters relating to industrial safety, limiting the study to equivalent degrees, to career of Industrial engineering, pre-Bologna, to provide data on the extent of this subject. It will check on which levels of degree, masters or doctoral studies, exists. Priorizar el cumplimiento de las leyes y regulaciones, tanto nacionales como internacionales, en la estrategia de desarrollo de nuevos proyectos de fabricación sostenibles, impulsa la creación de productos más eficientes y estimula los procesos asociados a la innovación. Las tendencias regulatorias en las áreas cubiertas por las responsabilidades que constituyen los denominados proyectos sostenibles, proporcionan un marco dónde encontrar un reflejo de los esfuerzos para unificar los conocimientos y buenas prácticas, según los estándares convenidos y ofrece ventajas para las empresas, como mayor facilidad para la toma de decisiones y un aumento de la velocidad de desarrollo de sus proyectos de fabricación. Diversos organismos califican la integración de la normalización en los proyectos como un criterio favorable para conceder su financiación permitiendo que los agentes implicados tengan una mayor seguridad en la apreciación del proyecto. La iniciativas europeas que promueven la normalización tienen su germen en la necesidad de responder más eficazmente a los retos de la sociedad con el horizonte 2020. La normalización refuerza su consideración como un servicio que aporta valor a las organizaciones apoyándolas en la implementación de sus estrategias. El objetivo del presente estudio es la identificación de algunas de las principales normativas utilizadas en los campos de cada responsabilidad, social, económica y ambiental, con la finalidad de reflejar los estándares más frecuentemente utilizadas por las empresas que operan en entornos de fabricación. El estudio se centrará principalmente en aquellas normas que directa o indirectamente pueden ser adoptadas por compañías que centren su actividad dentro de la Unión Europea, y más concretamente en España.
