    Building Capabilities through Social Innovation: Implications for the Economy and Society

    Purpose This chapter emphasizes the importance of potential and realized capabilities in building and sustaining social innovations. We present an assessment of the drivers and barriers to the development of social innovation ecosystems through the use of internal (absorptive capacities) and external organizational capabilities (open social innovation). A particular emphasis is placed on social innovation outcomes and impacts. The capability approach is particularly useful for measuring social innovation impacts and investigating the “micro-meso-macro” of linkages that underlie the process of social innovation. Methodology/approach Our methodological approach measures social innovations’ outcomes and impact through an aggregative model, which takes into consideration different forms of capabilities that are engendered in the process of or as a result of social innovation. This methodology highlights the importance of social innovation drivers and contexts in which knowledge exploration and exploitation lead to the creation of capabilities that help social innovators to respond to unfulfilled social needs. Findings The research presented in this chapter provides a new perspective on how the capability approach can be used to assess and measure individual and collective actions when facing social challenges. Research implications Our research supports and complements the findings of the EU project SIMPACT an acronym for “Boosting the Impact of SI in Europe through Economic Underpinnings,” by highlighting the processes and outcomes and SI impact measurement. Social The measurement of social innovation outcomes and impact has gained importance for policy makers and constitutes a strategic tool for designing policies in support of social entrepreneurs, social investors, and private and public organizations which participate in cocreating and implementing innovative projects. Originality/value The research presented in this chapter sheds light on the “micro-meso-macro” linkages that foster social innovation ecosystems, and offer valuable tools and guidelines to researchers, practitioners, and policymaker in the field of innovation in general and social innovation in particular.

    Building the future of public policy in the Basque Country: Etorkizuna Eraikiz, a metagovernance approach

    The purpose of this paper is to understand how the changing role of public leadership in the different institutional configurations and political fields of the current context have given rise to the transformation of the structural conditions and the mechanisms of public and political management in the Basque Country, and more precisely inside the Provincial Council of Gipuzkoa. The aim of this process is to try to interpret these changes in the context of the description and analysis of a new public policy program Etorkizuna Eraikiz, which translates into “The Future Constructed” in Basque language. Etorkizuna Eraikiz is the result of a strategic reflection and planning process carried out by the Provincial Council of Gipuzkoa to redirect public policies and promote the innovation of the Gipuzkoan Institutional Governance System. This strategy also responds to the challenge of the Provincial Council of Gipuzkoa to provide solutions in a collaborative and innovative manner, combining knowledge and experiences that can help to jointly build together a shared future for Gipuzkoa from a meta-governance approach.

    The concepts of hybridity and governance have been an important line of research in the context of social companies and public institutions. The purpose of this paper is to explore these notions in the framework of hybrid communities of social innovation by showing the importance of intangible capital in the improvement of functional skills, techniques and strategies when directing people towards social innovation processes. The relevance of these skills are presented through the results of the HEDABIDE project, a piloting research experience focused on the design of hybrid communities of social innovation in the province of Gipuzkoa (Basque Country, Spain) in 2014. The results of this project show the implications of social interactive spaces in acquiring different skills, competences and capabilities for social innovation inside communities of learning and practice when addressing social problems, concluding with a series of learned lessons and new paths of future research.
