Las normas para la disminución de ayuntamientos en España desde las Cortes de Cádiz a la Segunda República
Abstract
El exceso de municipios en España es un mal endémico de nuestro sistema constitucional que arranca desde principios del siglo XIX cuando la Constitución de 1812 tomó el ejemplo francés y estableció tantos ayuntamientos como pueblos existían en su territorio y que persiste en la actualidad con dos términos muy vigentes y tremendamente relacionados entre sí como son la despoblación y el inframunicipalismo, que afectan de manera acuciante a determinadas regiones de nuestro país. La disminución del número de ayuntamientos parece, a simple vista, un objetivo fácil de conseguir y agradecido para el político que lo ejecuta pero vemos como desde aquellas Cortes de Cádiz y hasta la actualidad se ha intentado ejecutar dicha reducción municipal por muchos de los gobiernos que han gobernado España sin prácticamente haber conseguido el resultado pretendido.
