Crisis económica y empleo público: los casos de la Comunidad de Madrid y el Ayuntamiento de Madrid
Abstract
La administración española actual no es un cuerpo o institución única. Esta afirmación simple esconde tal vez una compleja realidad. Tras esta simple frase hallamos una miríada de organismos e instituciones, de muy diverso tipo, algunas de base territorial, otras no, algunas con cuasi universalidad de fines, otras con fines muy limitados, pero la inmensa mayoría de ellas (excepto las muy limitadas consultivas puras) con capacidad de hacer uso del imperium del estado para la consecución de sus fines. Como señalamos, sus fines son tan vastos como la realidad misma, pues en un estado moderno del siglo XXI es difícil encontrar alguna parcela de la realidad que no esté regulada de una u otra manera por el estado, y por tanto , que se encuentre fuera del ámbito de intervención de una o varias administraciones.
